Hem height settles most of it, and the rest comes down to whether the leg is enclosed or left free. Shorts run from a short inseam that stops high on the thigh to tailored and bermuda lengths reaching the knee, cut close or wide, cuffed or left raw. Skirts answer the same question without a seam between the legs: minis above the knee, midis through the calf, and long skirts to the ankle.
Shape then decides how much the hem moves. A pencil or straight skirt holds the line of the hip, an A-line opens gently from the waist, and pleated and circle cuts release far more cloth, so the same length reads very differently in motion. Denim and cotton twill hold their form, crepe and satin swing, and knits follow the body. Look for a flat closure and a waistband that stays put when you sit.
