Bodysuits are sized on torso length as much as chest, so pulling at the shoulder usually means the rise is short rather than the bust tight. Measure from the shoulder point, down through the crotch and back up to the same shoulder, then compare that girth against the brand's torso measurement instead of the bust alone. Longer torsos should size up and take in the bust if needed. Snap gussets allow a little more travel than hook-and-eye rows.
