How should a one-piece swimsuit fit?

Snug, not restrictive. The suit should sit flat against the body with no gaping at the bust, no digging at the leg openings, and enough give to slide two fingers under the shoulder straps. Torso length is the constraint people miss: if the straps pull down on your shoulders or the crotch sits low, you need more length rather than a larger size. Swim fabric relaxes slightly when wet, so a suit that feels marginally loose while dry will feel looser in the water.

Is a monokini a one-piece swimsuit?

Yes, a monokini is a type of one-piece rather than a separate garment. The term now describes a suit with cutouts at the waist, ribcage or sides, so it reads as a two-piece from a distance while staying connected through the body. A maillot is the opposite pole of that family: the classic uncut one-piece with a clean torso. Coverage differs, construction does not, and both can carry underwire, moulded cups or shirring.
