A suit jacket is cut from the same cloth as its trousers and is not meant to be worn apart from them for long, since the fabric is usually a fine worsted that wears differently from the rest of the suit. A blazer is designed to stand alone: heavier or more textured cloth such as hopsack, flannel or tweed, often patch pockets, sometimes metal buttons, and a shape that works over tailored trousers, chinos or denim.

The shoulder is the one measurement a tailor cannot easily change, so fit it first. The seam should land where your shoulder bone ends; if it overhangs, the sleeve head collapses into a dimple, and if it sits inboard, the fabric pulls across the back. With the top button closed you want to slide a flat hand inside the chest and no more. Sleeves should stop at the wrist bone, leaving about 1 cm of shirt cuff showing.
