Compare two measurements taken around the leg, not flat: the knee, and the leg opening at the hem. On a bootcut the hem is only about two to four inches wider around than the knee, which puts most leg openings between roughly 17 and 20 inches. Once the hem opens past that — six inches or more wider than the knee — the leg is a flare, and it falls over a shoe very differently.

Hem to the shoe you actually wear with them, because the flare only hangs correctly when the hem sits low. With a heel or a boot, the back of the hem should fall about half an inch off the floor and cover most of the heel. With flats, shorten the same pair until the hem just grazes the top of the foot without folding. If you wear both, hem for the taller shoe and live with a little extra length on flat days.
