Both widen below the knee; the difference is how much, and from where. Lay the pant flat, measure across the narrowest point of the leg and across the hem, then double each figure to get the measurement around. A flare shows a difference of about five inches or more, with a hem opening usually past 21 inches around. A bell-bottom starts widening higher, often from mid-thigh, and can reach 27 inches or more at the hem.

Longer than you would hem anything else. The flare needs length to hang straight, so the front hem should sit about half an inch off the floor in the shoes you plan to wear with it, and the back can come closer still. Hem it barefoot and the pant comes up short once the shoes go on, so the flare stops mid-shoe and the line breaks. If you wear both flats and heels, keep two pairs at different lengths rather than compromising.
