How many buttons should you fasten on a double-breasted coat?

Fasten only the buttons that have a working buttonhole opposite them, and leave the rest alone. On a six-on-two that is the middle button, with the one below it as an option if you want a closer line; a four-on-two fastens at the lower row, and a six-on-one at its single low point. The top row is decorative. Women's coats traditionally lap right over left, the mirror of menswear, so the buttons sit on the wearer's left. Wearing it open is fine while walking, but the coat is cut to hang correctly closed.

Do double-breasted coats work on a shorter frame?

Yes, with attention to two things. Choose a lower fastening point, since a six-on-one or four-on-two opens a longer V at the neckline and lengthens the torso where a high six-on-two cuts it short. Then keep the hem deliberate: just above or just below the knee reads better than a mid-calf length, which shortens the leg.
