A 5 inch inseam sits just above mid-thigh on someone around 5'8", and the same 5 inches on a 6'3" frame sits slightly higher again, since the thigh it is measured against is longer. The correction is smaller than most people expect, though: thigh length grows only a fraction of an inch for every inch of height, so scale the inseam up a little rather than jumping to a much longer cut. Rise is a separate question — inseam is measured from the crotch seam, so a higher waistband changes the proportion above the hem, not where the hem lands.

A split hem cuts the outside seam open for the last inch or two, leaving two overlapping panels that separate as the leg swings forward. That is maximum range for minimum fabric, and the reason racing shorts look the way they do. A curved hem keeps the seam closed but arcs the hemline higher at the side, freeing the thigh without exposing it. Split hems run cooler; curved hems are easier to wear off the track.
