How do Rails women's sizes run?

Generally true to size, on a relaxed rather than a fitted line. The signature shirting is cut loose on purpose, so sizing down is a fair move if you want it closer to the body, though the drape means it will never sit tight. Dresses and knitwear follow standard sizing. Caught between two sizes in a soft weave, the smaller one usually reads better.

Can Rails dresses and blouses be steamed rather than ironed?

Steaming is the better option for these cloths. Rayon and fine viscose take a crease easily and scorch under a hot plate, so a steamer relaxes the fibre without pressing a shine into it. If you do iron, keep the heat low, work on the reverse and put a cloth between plate and fabric. Hanging a piece in a steamy bathroom handles light wrinkling on its own.
